Otopeni (OTP) takes almost every scheduled commercial flight and sits 16 km from the centre. Băneasa (BBU) is the smaller field 8 km out, working mostly with business aviation, charters and regional routes.
Practically: land where your flight lands. If that is Băneasa, the handover is quicker, you are closer to town, and the transfer costs 15€ instead of 20€ per leg. The car, the insurance and the deposit are identical either way.
